My experience in TS-13 Tolichowki RTA

Process

Firstly, get Police Verification Certificate. You can apply for it in MeeSeva for less than Rs 150/- (including printing the certificate). You need to show them RC and ID card. They will give you the acknowledgement and can track here using application number. Once approved, you can visit them again for the printout.

To speed up the process, you can also visit Commissioner Office near Gachibowli flyover. Enter the compound, towards the right you can see a small building that houses the IT department. The officers are very helpful.

Also, one can check T-folio mobile app for online Police Verification Certificate. I saw an option for this in the app but didn’t try.

Now, book online slot for RTA appointment here. After paying Rs 135/- for the booking, you will get Form 28 to print. Take 3 copies of Form 28. While booking slot, you will be asked to input registering authority - supply name of the RTA in which you plan to register. Instead of Electronic City RTA, I gave South Bangalore RTA. However, that didn’t cause an issue at the time of registration.

While booking slot, don’t book the slots in the last 30 minutes as the corrupt officer in Counter 5 doesn’t accept bookings citing that the system will shut down automatically. Watch out for him! He is a greedy prick who keeps on blabbering.

On each Form 28 front page, affix pencil print of chassis number at the top right. Front Back

You can also fill/tick whatever you can in Form 28.

With all the documents, goto RTA. In Tolichowki, go to counter 5. They won’t look at the timings nor there is a queue being followed. Submit the documents. The officer will ask you to write down your phone number, surname and vehicle number in one of the sheets. Insert RC card in the plastic pouch. We will be asked to staple the documents along with the plastic pouch carrying the RC. You can get the stapler nearby. Your photograph and signature will be taken. You will get an acknowledgement at the end.

NoC will be available on the same day between 4:30 PM - 5:00 PM. To the left of the RTA entrance, you can find another room with ‘Medical Officer’ written. You will find documents stacked there on the staircase steps. Give the acknowledgement to the lifeless person sitting there and you will receive the documents. You will get Form 23 instead of RC card, 2 copies of Form 28, and NoC.

Trivia

You will get the pouch for Rs 5/- from the desk near the entrance.

When I visited the RTA, there was an impolite and an arrogant officer in Counter 5. Since I was without an agent, he asked for Traffic Clearance Certificate which didn’t exist. I pretty well knew that he was trying to harass me. I asked the lady besides him. Upon hearing this, she showed her helplessness. I went to the Traffic Police Station besides RTA and met the inspector. He told me that there was no such thing and is not required for NoC. The RTA officer asked me to get it from MeeSeva. MeeSeva people don’t know about this. Finally, an angel in disguise asked me to complain to the Superintendent. I told her my plight and she quickly signed in red on the document without uttering a word. The person besides her walked over to the erring officer and informed him. He became disgruntled. He started to bitch something to himself and to the informer, and finally accepted my documents. His last trick was to convince me that I won’t get the NoC until the next week whereas I clearly knew that I would get it the same day. And, I did get it.

I think his name is Palasam Abilash Goud as that was the officer’s name present in ‘Attended By’ field in NoC. He is a blotch to the entire RTA fraternity.
