My experience in KA-51 Electronic City RTA

Getting Prepared

  1. To find RTO jurisdiction, visit here
  2. Fill forms 33, 27 KMV and 14 KMV with whatever information you have. Certain fields like treasury challan number and amount were omitted by me and that was okay.
  3. Get NRCB from here
  4. Print all forms I have provided
  5. Either Form 23 or RC card is accepted
  6. Reach E-city RTA after 10:45 AM as officers will be very late and the gate won’t open until 5-10 minutes past 10 AM
  7. Don’t be misguided by agents/brokers/touts. Watch out
  8. In Room 5, in the right corner there is a very helpful and a patient officer
  9. Many officers are helpful but expect some to be arrogant and unhelpful. Peons and other staff will misguide you
  10. The xerox shops outside RTA charge Rs 10 per print.
  11. Write down your address in the envelope
  12. Get Rs 18 worth stamps from Post Office and affix it on the envelope
  13. Buy a small plastic pouch (Rs 2) from stationery shop and put it inside the envelope.
  14. Ensure that you carry the paper file (Rs 15 or so) with you right from the starting
  15. Sign on all photocopies
  16. 5x10 inch paper net envelope is sufficient (less than Rs 10)
  17. Carry pen
  18. Crowd will be mostly seen in DL, biometric section and cash counter

For address proof, if you plan to take affidavit ensure that you bring HR letter. In my case, rental agreement was accepted as supporting document. However, superintendent later rejected that and asked for HR letter. Exit from the RTA main gate, goto the complex exactly opposite to it. The corner xerox shop provides notarized affidavit for Rs 150/- in less than 10 minutes. I showed rental agreement for the address.

Process

Go to Room 6 (audit section) with filled Form 14 KMV, vehicle invoice copy and RC. Officer will calculate tax and jot it down in the form. Time taken: less than 5 minutes

Take DD for that amount from any bank addressed to RTO Bangalore (‘drawn on’ branch can be anywhere in Bangalore).

In front of Room 5, you will find an officer sitting in the verandah. Get the documents inspected by him. He will sign Form 14. Time taken: less than 3 minutes

Goto Room 5 with all documents. One of the officers will perform data entry and towards the end will ask you for OTP for new RC registration. Time taken: around 10-15 minutes

Goto leftmost section of cash counter and show them the file with documents along with the DD. They will ask you for Rs 200 for RC fees and Rs 150 for address change fees. They will return the file intact along with a sheet containing Tax payment and Address change slip with Office and Customer copies. You can retain the Customer Copy and just keep the Office Copy in the file. Time taken: around 5 minutes tax paid

Goto Room 5. One of the officers will again check your application and will redirect you for Vehicle Inspection. Time taken: less than 5 minutes

Motor vehicle inspection takes place outside RTA complex and can happen anytime from 11 AM to 1:30 PM. However, if the officer is late time may extend up to 2 PM. Exit from RTA main gate, take left and you will reach a circle. Go straight until you reach another circle. Take first right from here. You may see some transport vehicles parked to the right after 100 metres. They are for fitness test. Ensure you park your vehicle in the front of the queue. There is a small park to the right. Checking is based on first come first serve basis. In my case, officer came at 1:45 PM and I waited the whole time.

Make sure that the chassis number pencil imprint is affixed on the top of Form 27 KMV.

The inspector will look at Form 27 KMV and an agent will read out the last 5 characters of our chassis number. He will sit in his jeep and we need to push our vehicle closer to his jeep. After he verifies the chassis number in the form with what the agent reads out, he will provide a small marking on the form. Time taken: 2 minutes

Goto Room 5 and get signature (green) from the superintendent who sits exactly opposite to the door. Goto Room 2 and get seal. Time taken: less than 5 minutes

Goto Room 9 and wait for inspector to come because he asked me to wait in front of Room 9. Once he arrives after inspection, get his sign on the seal. Now go to Room 5 and submit application to one of the officers present. Time taken: less than 2 minutes

Officer will provide you with a tag and a poker to make hole across all the papers and the file. Once done and submitted, you will get the acknowledgement. I got it behind Tax Paid Customer Copy. TAT is 30 days. Time taken: around 5-10 minutes ack

The process should be completed in 2 days

Trivias

  1. I spent 4 days (few hours each day)
  2. Getting DD was traumatizing. Axis accepts only cheque. SBI requires debit card. Bank of Baroda only for account holders. SBI is present nearby.
  3. Agent tried to misguide me
  4. Don’t go to basement, you won’t find any help
  5. Parking is outside the compound
  6. Washroom available but no potable water dispenser
  7. Cash/DD and applications accepted till 2:30 PM but lunch break (for room 5) starts at 2 PM. If you wait, post lunch break they may accept applications.
  8. Officers may ask you to run back to the inspection site for inspector’s signature after getting seal. Don’t do. Post inspection, ask inspector for the next steps. He will guide you properly
  9. Agents may try to help you, but ignore
  10. All officers speak English, and Hindi too
  11. Found a 6 year old Honda City with original tax paid as Rs 1,00,000/- in MH. After 6 years, KA tax is around Rs 1,03,000/- in KA
  12. My 3+ years old scooter was charged Rs 5950/- in KA whereas in Hyderabad I paid just Rs 4900/- when I bought it
